Salma Bibi, MPH
Administrative Director
Ms. Bibi is the Administrative Director for CHAMP, applying over 10 years of research experience in providing program management and consultation to the Center’s ongoing studies of health delivery reform and innovation. Her expertise includes strategic planning, program development, implementation, evaluation, and dissemination. Since joining CHAMP in 2012, Ms. Bibi has managed several large projects, including serving as the Project Director for the Agency for Healthcare Research and Quality (AHRQ) funded project studying the adoption and use of patient engagement innovations and the CDC funded project examining the Centers for Medicare and Medicaid Services (CMS) State Innovation Model Initiative's impact on diabetes prevention and management. In her current role as the Administrative Director, Ms. Bibi works closely with the Center investigators to administer and oversee all research and training activities within the Center.

Sarah D.Epstein, PhD
Policy Analyst
Sarah D. Epstein joined CHAMPas a Policy Analyst in 2022. She is
delighted to have the opportunity to apply the analytical rigor of her training
in comparative critical thought and government-to-healthpolicy analysis to
serve the public by creating tangible improvements to public health.
Dr. Epstein has lived, volunteered, studied, and worked in the U.S., Peru,
Senegal, Egypt, Tunisia, the United Kingdom, and Lebanon, and has
proficiency in English, Spanish, French, and Arabic.
Hattie Hanley, MPP
Right Care Initiative Director
Ms. Hanley co-conceived of and launched the Right Care Initiative in 2008 with the deans of the University of California, Berkeley and UCLA’s Schools of Public Health, clinical experts, and State of California leadership to improve patient outcomes in high yield areas for preventing disability and death, where the science is clear, but the uptake is uneven. The Right Care Initiative is a public-private, charitably-funded collaborative effort that has thus far worked in the areas of prevention and better management of Hospital Acquired Infections (HAI), heart attacks, strokes, and diabetic complications. Ms. Hanley has co-led the initiative since its inception, co-creating the intellectual framework through close collaboration with leading academics and experts in the field. The hallmark of her public policy career is bridging across the disparate arenas of business, government, health care delivery, and academia. Ms. Hanley received her Masters of Public Policy from Harvard University’s John F. Kennedy School of Government, after studying health economics and pre-medical coursework at UC Davis.
Paola Hernandez
Project Policy Analyst
Paola Hernandez is a project policy analyst for the Medical Interpretation Pilot Program (MIPP) at CHAMP. She is originally from Tijuana, Mexico, and recently graduated from UC Berkeley with a BA in Public Health. Paola is passionate about improving accessibility in healthcare. As an undergraduate student, she helped with data collection and qualitative data analysis for MIPP at CHAMP and Beyond the Pill at UCSF Bixby Center for Global Reproductive Health.
Judy Li, DrPH, MBA
Joint Venture Health Director
Dr. Li received her undergraduate degree from New York University, her Master in Business Administration from the Haas School of Business at the University of California—Berkeley, and her Doctor of Public Health in Health Policy and Management at the School of Public Health, University of California—Berkeley.
Dr. Li co-founded Joint Venture Health with Dr. Shortell in August 2013. She brings a unique combination of health services administration, advocacy and leadership experience to advance its mission. As Chief Administrative Officer of St. Luke’s, she directed this 100-year-old San Francisco medical institution with a 229-bed hospital and an emergency room serving more than 25,000 patients annually. She restructured its day-to-day operations, reformed medical leadership, reduced operating losses by 30% in two years, and secured St. Luke’s long-term future as a part of Sutter CPMC.
Linden Lovett
Administrative Assistant
Linden Lovett is a senior at UC Berkeley studying Public Health. She has worked with several public health organizations doing research and administrative support including Granite Wellness Centers in her hometown of Nevada City, California, as well as Chapa De Indian Health. She is passionate about healthcare accessibility and systems improvement as well as reproductive health policy. Linden hopes to attend medical school after her graduation from UC Berkeley and incorporate what she has learned about public health into her practice.
Ishika Sachdeva
Project Policy Analyst
Ishika Sachdeva is a Project Policy Analyst at CHAMP and a UC Berkeley Public Health (B.A.) graduate. She is passionate about improving population health outcomes and increasing access to healthcare through health services research and policy evaluation. At CHAMP, Ishika contributes to quantitative and qualitative analyses to evaluate initiatives, including Contra Costa County's Community Connect, A3, and Enhanced Care Management programs. Previously, she researched naturalistic MDMA use at the School of Public Health and analyzed healthcare service utilization trends in the Population Health department at Alameda Health System. Ishika is from Southern California and is an avid learner, traveler, and foodie.
Shihan Xu, MS
Data Analyst
Shihan Xu (she/her/hers) is a Data Analyst, bringing a wealth of experience in quantitative analysis and data interpretation to CHAMP. With a Master of Science in Social Policy and Data Analytics from the University of Pennsylvania, coupled with a proven track record of success in roles spanning multiple industries, including international affairs, education, environmental science, and public health, Shihan demonstrates a keen aptitude for translating complex data sets into actionable insights, and combines technical expertise with a passion for driving informed decision-making and policy development.
